9月18日消息，據外電報道，美國FDA宣布，目前又有另外127家電子煙制造商已收到針對在上市前煙草申請（PMTA）中提交的產品的營銷拒絕令（MDO）。
新的 MDO 代表了大約 100000 種產品——幾乎包括所有除了煙草和薄荷醇外的瓶裝電子液體的口味。
自 8 月 26 日以來，已有 295 家制造商收到了超過 1,089,000 種產品的 MDO。自 9 月 9 日將未經授權的產品從市場上移除的最后期限以來，FDA 煙草產品中心尚未授權任何一種電子煙產品進行營銷。
被拒絕 PMTA 的產品應該從市場上撤下或接受 FDA 的進一步執法。
FDA 表示，其最高執法優先事項包括已收到 MDO 或從未提交審查的產品。然而，所有目前可用的產品在技術上仍受 FDA 執法自由裁量權的支配，包括 JUUL Labs 和 Reynolds American 的 Vuse 品牌等大眾市場電子煙制造商的產品。
隨著第一輪 MDO，FDA宣布了一項先前未公布的標準，要求對煙草和薄荷醇以外的調味產品使用 PMTA，以證明足夠的特定產品科學證據證明對成年吸煙者有足夠的好處，可以克服對煙草和薄荷醇構成的風險。
自 FDA 宣布該要求以來，它首次拒絕向有資源將此類證據包含在其 PMTA 中的開放系統制造商。今天早些時候，美國電子煙油制造商Turning Point Brands 和 AVAIL Vapor 是本周收到 MDO 的公司之一，主要是調味電子煙產品類申請。
據信已在其 PMTA 中提交了大量科學證據的其他人也收到了 MDO，包括 Bidi Stick 一次性電子煙的制造商。一些知名且歷史悠久的電子煙油制造商收到了 MDO，包括 Beard Vape Company、Cosmic Fog、Ruthless 和 Mister E-Liquid。
